GRADUATE SUPPORT PROGRAMME

The demands we place on those on award bearing routes leading to work in the sector reflect the aspirations we have of them. Raising the bar on entry requirements, and demanding high levels of qualification, can help to demonstrate a commitment to a high status profession.

Review of Early Education and Childcare Qualifications: Interim Report - Professor Cathy Nutbrown

The Graduate Support Programme is a budget that has been allocated by Lincolnshire County Council to continue to reinforce the local commitment to the continued growth of graduates within the early years sector.  It is a Government aspiration to have at least one graduate in every full daycare setting (two in 30% areas of disadvantage) by 2015.  The Graduate Support Programme (GSP) supersedes the Graduate Leader Fund.

The daily experience of children in early years settings and the overall quality of provision depends on all practitioners having appropriate qualifications, training, skills and knowledge and a clear understanding of their roles and responsibilities
Statutory Framework for the Early Years Foundation Stage Department for Education on 27 March 2012.

The purpose of the GSP is to support the private, voluntary & independent (PVI) sector to develop, attract and retain graduate-level Early Years Professionals (EYP’s).  In the current financial climate the amounts have had to be streamlined but it is hoped that we have been able to target the areas where the funds have previously been most beneficial.

There are two strands to this fund; Future Graduate allowance and Graduate Leader Subsidy, funding is allocated on a pro rata basis.  It will be given in two payments; the second payment is released buy sending in an interim application form which will confirm you continue to meet the funding criteria. We have fully investigated the legalities pertaining to paying salary enhancements directly to the graduate; unfortunately this will now not be possible as it further complicates Tax and National Insurance Contributions. What’s new for 2012/13 funding?

Due to limited funds we have made changes to the Future Graduate allowance, this is to ensure we are still able to provide continuing study support by providing cover costs to allow the growing graduate time out of the setting for study and reference books and study materials.

We have additional forms you will need to complete to notify us about any changes to the named graduate, the notification of change will alert us to any graduate leaving employment, moving on to a Level 6 qualification or a change of named graduate. This information is vital in order for us to effectively manage the fund and support the growing numbers of graduates in Lincolnshire.
